Toyota Corolla Import Duty & Landed Cost in Nigeria (2026)
Your landed cost in Nigeria is the car plus freight plus a stack of charges calculated on customs value. Here is how that stack is built, so you can budget before you order.

Nigeria is the largest LHD Corolla market in West Africa, and the charges at the port often add more to the final cost than the freight. This guide explains how the charges are built for a new passenger car in 2026. We do not quote Nigerian duty, and rates have been revised several times in recent years, so use this as a framework and get the current figures from a licensed clearing agent.
How the duty base is set
Most charges are a percentage of the customs value, which is broadly the CIF value: the cost of the car, insurance and freight to the Nigerian port, converted at the official exchange rate on the day of assessment. For a new car with a clear commercial invoice, the invoice is the starting point. Exchange-rate moves can change your duty bill between the day you order and the day the car lands.
The main charges on a passenger car
| Charge | How it is calculated | Typical level (as of 2026, verify) |
|---|---|---|
| Import duty | % of customs value | Commonly 35% for fully built passenger cars under the ECOWAS tariff |
| Import levy | % of customs value | Additional levy under the auto policy; has ranged widely. Check current tariff |
| Surcharge | % of the import duty | Commonly 7% of duty |
| ECOWAS levy (ETLS) | % of customs value | 0.5% |
| CISS / inspection-related charge | % of FOB value | Has been revised recently. Check current rate |
| VAT | % of the value plus duties | 7.5% |
| Port, terminal and shipping-line charges | Fixed fees per unit or container | Varies by terminal and clearing time |
The levy line moves the total more than anything else. Ask your agent for the exact current duty plus levy rate for HS heading 8703 at your engine size, in writing.
Does engine size or hybrid status change the rate?
Tariff lines for passenger cars are split by engine capacity and by powertrain type. A 1.2L turbo, a 1.8L hybrid and a 2.0L petrol can fall on different lines. Nigeria has discussed incentives for low-emission and locally assembled vehicles, but how they apply to an imported hybrid changes with policy. Treat any hybrid reduction as unconfirmed until your agent shows you the current line.
Landed-cost checklist
- FOB or CIF price from your supplier. We quote per order; see get a quote.
- Sea freight and insurance if you buy FOB.
- Duty, levy, surcharge, ETLS, CISS and VAT on customs value at the official rate.
- Terminal, shipping-line and demurrage charges. Late documents mean more days at the port.
- Clearing agent fee and any Form M or bank charges.
- Plate registration, roadworthiness and local transport from the port.

Ways to keep the landed cost under control
- Open Form M and line up the clearing agent before the ship sails.
- Choose the trim by total cost, not by FOB alone. A smaller engine may fall on a lower line.
- Buy CIF if you do not have a freight forwarder you trust; one invoice is easier for customs valuation.
- Ship new cars. Age-related valuation questions disappear. See our age limits guide.
